A working Shopify build for a Chennai D2C brand with a real catalogue, COD, GST invoicing and courier integration lands between ₹2.4 lakh and ₹3.6 lakh plus 18% GST. Below that, roughly ₹60,000 to ₹1.2 lakh, you get a clean theme setup with light customisation, which is the right call for a lot of small businesses. Above ₹6 lakh you are usually paying for custom app work, a headless front end, or an ERP integration, and most brands doing under ₹50 lakh a month do not need any of the three. The spread is wide because the words "Shopify website" cover about fourteen separate pieces of work, and agencies quote different subsets of them.
So instead of giving you a range, here is one quote, broken into line items, for a brief we see constantly in Tamil Nadu.
The brief we are pricing
A home and kitchen brand operating out of Chennai. Around 240 SKUs with size and colour variants. Currently selling on a marketplace plus a WooCommerce site that nobody has touched in two years. Monthly revenue in the ₹15 to ₹20 lakh range. COD is about 60% of orders, RTO on those sits near 18%. They ship pan-India through Shiprocket, run Meta and Google ads, and the founder wants the new store live six weeks before Diwali, which means the real deadline is August.
They need: a new theme, proper product pages, prepaid incentives, COD controls, GST-compliant invoices, courier sync, migration of old products and customers, and analytics that Meta actually receives.
The quote, line by line
We price at ₹1,600 an hour for this tier of work. Every line below is hours multiplied by that rate, except the theme licence.
- Discovery, information architecture, collection structure — 8 hrs, ₹12,800. Deciding how 240 SKUs get grouped, what becomes a collection versus a tag, and which filters matter. Skip this and you pay for it later in rebuilt navigation.
- Premium theme licence — ₹34,000. A paid theme at roughly $400. Dawn is free and genuinely good; if the brand is fine with Dawn, this line becomes ₹0 and the build hours go up slightly because you are adding sections that a paid theme ships with.
- Design of key templates — 30 hrs, ₹48,000. Home, collection, PDP, cart drawer, and four static pages in Figma, mobile-first. Mobile-first is not a stylistic choice here. Over 80% of this brand's traffic arrives on a phone, a lot of it on a 4G connection in a Tier 2 town.
- Theme build and customisation — 55 hrs, ₹88,000. The largest line, always. Turning the design into sections and blocks the marketing person can rearrange without calling us.
- Product page work — 14 hrs, ₹22,400. Variant logic, size chart, image zoom, a pincode-based delivery ETA, and a COD-availability check on the PDP rather than at checkout. Telling a customer at checkout that COD is unavailable on their pincode is how you lose the order.
- COD and prepaid discount logic — 12 hrs, ₹19,200. Detailed below, because it earns its own section.
- Razorpay and UPI checkout setup — 4 hrs, ₹6,400. Gateway config, UPI intent on mobile, test transactions, settlement reconciliation check. Cashfree or PayU instead costs the same in hours.
- GST invoice app selection and configuration — 3 hrs, ₹4,800. Plus roughly ₹700 to ₹1,500 a month for the app. You need correct HSN codes, place-of-supply logic for interstate orders, and B2B invoices carrying the buyer's GSTIN.
- Shiprocket and Delhivery integration — 6 hrs, ₹9,600. Order push, AWB writeback into Shopify, tracking page, NDR flow. Blue Dart usually sits behind Shiprocket rather than direct.
- Migration of products, customers and URLs — 18 hrs, ₹28,800. 240 SKUs is not the hard part. The 301 redirect map from the old WooCommerce URLs is. If you have pages ranking, losing them in migration costs more than this entire quote. Our approach to that is on our Shopify migration page.
- Speed pass before launch — 10 hrs, ₹16,000. Image formats, lazy loading below the fold, removing the four apps that the previous developer installed and never uninstalled.
- GA4, Meta CAPI, Google Ads conversion tracking — 10 hrs, ₹16,000. Server-side events matter more every quarter. If your Meta pixel is only browser-side, you are underreporting purchases and your ROAS looks worse than it is.
- QA and launch — 12 hrs, ₹19,200. Test orders on three devices, both payment paths, a return, a partial refund, and a COD order that gets cancelled.
That is 182 hours. 182 × ₹1,600 = ₹2,91,200. Add the theme at ₹34,000 and the build is ₹3,25,200. GST at 18% adds ₹58,536, so the money actually leaving the bank account is ₹3,83,736.
You can check that arithmetic, which is the point. Any agency quoting you a single number for "Shopify website design" should be able to produce the same breakdown in ten minutes. If they can't, they are guessing, and their guess has padding in it.
Why the COD line is not optional
Twelve hours of work against an 18% RTO rate is the highest-return line in the quote. What those hours buy:
A prepaid discount of 5%, applied automatically at checkout, not a code the customer has to find. A flat COD handling fee of ₹49 to ₹79, which does two things: it covers part of the courier's COD charge and it makes prepaid feel cheaper without discounting your product. A COD cap so orders above a threshold, say ₹4,000, are prepaid only. Pincode gating for the routes where your RTO is worst. And OTP verification on COD orders, which kills a meaningful chunk of fake and duplicate orders before they ever get an AWB.
Run the numbers on your own store. If you ship 1,000 COD orders a month at an average of ₹1,200 and 18% come back, that is 180 returns. Forward plus reverse freight at roughly ₹130 a shipment is ₹23,400 a month in pure loss, before you count the packaging and the inventory sitting in a truck for nine days. Moving even a fifth of those orders to prepaid pays for the twelve hours in the first month. This is the single most common gap we find in the audits we run on existing Chennai stores.
What the build price does not cover
Recurring costs land outside the quote and founders underestimate them.
- Shopify's own plan, billed in rupees. Basic is around ₹2,000 to ₹2,500 a month depending on annual versus monthly billing.
- Apps. A realistic stack for this brand: GST invoicing, reviews, a filter and search app, a WhatsApp retention tool, a loyalty app later. Budget ₹5,000 to ₹9,000 a month. Every app is also a script on your storefront, so the stack is a speed decision as much as a cost one.
- Razorpay's transaction fee, around 2% plus GST on most methods, lower on UPI.
- Shiprocket or courier charges, which you were paying anyway.
- A maintenance retainer. Ours start around ₹25,000 a month for a store at this scale, covering changes, festive campaign pages and monitoring. Plenty of brands run without one for the first six months and that is fine.
The small business version: ₹60,000 to ₹1.2 lakh
If you are launching with 30 SKUs and ₹0 in revenue, do not spend ₹3 lakh. The honest build for you:
Dawn or a ₹34,000 theme, configured properly. Logo and basic brand assets in place. Products uploaded with decent photography, which you pay a photographer for separately. Razorpay live. Shiprocket connected. A GST invoice app. Policy pages, shipping zones, and one round of mobile QA. That is 35 to 60 hours of work, so ₹56,000 to ₹96,000 plus the theme.
What you give up: custom PDP behaviour, bespoke design, sophisticated COD logic, server-side tracking. You add those in month eight when you have data telling you which ones matter. Spending three lakh before you have product-market fit is the most expensive mistake we see, and we have talked founders out of it more than once. Developer hourly rates in Chennai, and what the tiers actually mean
What we see quoted across the Chennai and wider Tamil Nadu market:
- Freelance, ₹600 to ₹1,200 an hour. Often excellent value for a defined task like theme setup or a Liquid fix. Risky as a sole dependency for a launch, because one person falling ill in week five has no backup.
- Small studio, ₹1,000 to ₹1,600. Two to six people. Good for most builds under ₹2 lakh.
- Partner agency, ₹1,600 to ₹2,800. You are paying for a project manager, a QA pass that someone other than the developer performs, and continuity after launch.
Chennai rates run marginally below Bengaluru and Mumbai and marginally above Coimbatore and Kochi. The gap is maybe 10 to 15%, which on a ₹3 lakh project is ₹30,000. That is not the variable worth optimising. The variable worth optimising is whether the team has shipped a store with COD gating and GST invoicing before, because the ones who haven't will learn on your build and bill you for the hours. What inflates a quote without improving the store
Three things, consistently.
Custom checkout. On anything below Shopify Plus you cannot meaningfully customise checkout anyway, and on Plus you mostly shouldn't. Shopify's checkout converts well. Rebuilding it is a line item that buys you risk.
Headless. Worth discussing if you have a content-heavy catalogue, multiple storefronts, or a genuine performance ceiling you have already hit with a well-optimised Liquid theme. Otherwise it triples the build cost and every future change goes through a developer. A clean theme with disciplined app usage will hold an LCP under 2 seconds on a mid-range Android on 4G, which is the benchmark that matters for Indian traffic. Page count. Quotes priced per page reward padding. A store with 18 template variations is harder to maintain than one with six flexible ones.
Where prices are heading into 2026
Hourly rates in Chennai have been drifting up about 8 to 12% a year and that continues. What is falling is the hour count for routine work. Product description drafting, alt text, basic section layouts and migration mapping now take meaningfully less time than they did two years ago, so the design and strategy portion of a quote grows as a share while the total holds roughly flat. We expect a build like the one priced above to sit in the same ₹3 to ₹4 lakh band next year, with more of it going into merchandising, lifecycle flows and tracking rather than into pushing pixels.
The costs going the other way: apps. Usage-based pricing is spreading, and a store doing 4,000 orders a month can now spend ₹15,000 a month on a stack that cost ₹6,000 at 1,000 orders. Audit that line every quarter.
Quick answers
What do setup charges cover if I already have a theme? Configuration, products, payments, shipping zones, taxes, policies and QA. 20 to 35 hours, so ₹32,000 to ₹56,000 at studio rates.
Does design cost more elsewhere in Tamil Nadu? Marginally less in Coimbatore and Madurai. The difference is smaller than the difference between two agencies on the same street.
Can I get a store built for ₹25,000? Yes, and it will be a theme installed with your logo dropped in. If that is all you need right now, it is not a bad purchase. Just do not expect COD controls or tracking to be part of it.
How long does the ₹3.25 lakh build take? Six to eight weeks, of which two are usually spent waiting on the client for product images and copy. Start in June if you want to be stable before the festive rush.
