A senior Shopify developer working out of India bills between ₹1,500 and ₹3,800 an hour, which is roughly $18 to $45. The same scope handed to a US agency comes back at $120 to $200 an hour, and a Shopify Plus checkout specialist in New York or Sydney can sit above that. UK shops quote £60 to £120. Dubai agencies land somewhere in the middle, often $50 to $110, though a large share of Gulf brands buy the build offshore and keep only account management local. Those are the bands we see in competitive pitches, not a survey.
The number most people want is one number. It doesn't exist, because "Shopify expert" covers a theme developer editing Liquid sections and an engineer writing a Shopify Function that rewrites cart discounts at checkout. Those two people do not cost the same and should not.
Why one blended rate hides what you're actually buying
Agencies publish a blended rate because it's easier to invoice. Inside that rate sit five or six roles with wildly different scarcity. Front-end Liquid work has a deep talent pool. Checkout extensibility on Plus does not. When someone quotes you $45 an hour flat for "Shopify development", they're averaging a cheap skill with an expensive one, and the mix on your project decides whether you won or lost on that deal.
Ask for the rate card by role. A shop that can't produce one is billing everything at the same person's cost, which usually means the same person does everything. That works for a 12-hour theme tweak. It falls apart on a re-platform.
Shopify expert cost per hour, broken out by skill
Indian senior rates below, since that's the market we price in daily. Multiply by roughly three for the UK, four to five for the US and Australia.
- Liquid and theme development — ₹1,500 to ₹2,500. Section building, metafield-driven templates, PDP and collection work. The most commoditised skill on the platform.
- Front-end performance — ₹2,000 to ₹3,000. Narrower than it looks. Plenty of developers can write Liquid; far fewer can cut an LCP from 4.1s to under 2s without breaking the merchandising team's workflow.
- App development — ₹2,000 to ₹3,500. Remix or Node, embedded admin, webhooks, billing API, App Store review. A different discipline from theming and a different hiring pool.
- Plus checkout, Functions, B2B — ₹2,500 to ₹4,500, and the top of that band is real. Checkout UI extensions and Functions are newer, the documentation moves, and mistakes here hit revenue directly.
- Data migration — ₹1,800 to ₹3,000 where it's billed hourly at all. Most of it should be fixed-fee, because the work is predictable once someone has actually looked at the export.
- Integrations — ₹2,200 to ₹3,500. ERP, WMS, Unicommerce or Increff, Razorpay flows, COD verification, GST-compliant invoicing. The rate is high because the debugging happens in someone else's system.
One trade-off worth naming: performance work is the easiest place to overspend on hours. Before you buy 20 hours of optimisation, run a scan and find out whether your problem is a 900KB hero image or six apps injecting scripts on every page. Seniority: what each band actually gets you
Rates for India, per hour, ex-GST:
- Junior, 0 to 2 years — ₹700 to ₹1,200. Can execute a well-written ticket. Cannot write the ticket. Needs review on every merge, and if nobody is reviewing, you are paying ₹900 an hour to accumulate technical debt.
- Mid-level, 2 to 5 years — ₹1,300 to ₹2,200. Owns a feature end to end, knows where Liquid will bite, will still call the wrong shot on data modelling about a third of the time.
- Senior, 5 to 8 years — ₹2,300 to ₹3,500. Scopes accurately, argues with your brief when the brief is wrong, ships something a merchandiser can use without raising a ticket.
- Architect or Plus lead — ₹3,500 to ₹5,000. You buy this person for decisions, not keystrokes. Four hours of their time at the start of a re-platform is worth more than forty at the end.
The common failure is buying senior hours for junior work. If your backlog is fifteen theme edits and two banner swaps, a senior at ₹3,000 an hour is a waste. Buy a mid-level, buy four hours of senior review a month, done.
Why the same task quotes differently in Bengaluru, Dubai and London
Cost of employment explains most of it, but not all. Three other factors move the number:
Who carries the risk. A US agency quoting $160 an hour is pricing in a legal entity, an account manager, a project manager and the expectation that you can call someone in your timezone at 4pm. An offshore team at $30 is often quoting the developer plus a lead. Both can be correct. They're selling different products.
Local market tolerance. Gulf brands, particularly in gold and luxury, buy on relationship and speed rather than rate, so Dubai quotes hold up. Indian D2C brands negotiate hard and know what an offshore rate looks like, so Indian-market pricing is thinner than our export pricing for identical work. We're open about that; anyone in the business knows it.
Tax and billing mechanics. Work billed to an Indian company carries 18% GST on top. Export of services to a foreign client, invoiced under a Letter of Undertaking, goes out without IGST. So a ₹2,800 hour is really ₹3,304 for a Mumbai brand and stays ₹2,800 for a Dubai one. Founders forget this and then wonder why the invoice doesn't match the estimate. Check the minimum billing increment too: 15 minutes versus a one-hour floor changes a support retainer's real cost by 20% or more.

Shopify freelancer rate vs agency rate, with the arithmetic
Take a genuine piece of scope: rebuilding the PDP and collection templates on a Dawn-based theme, with metafield-driven content blocks, variant swatches and a size guide. We'd scope that at about 46 hours including QA.
- Indian freelancer at ₹900/hr: ₹41,400
- Indian agency senior at ₹2,800/hr: ₹128,800, or ₹151,984 with GST for a domestic client
- US agency at $150/hr: $6,900, about ₹5.9 lakh at ₹86 to the dollar
The freelancer looks like a 3x saving and sometimes is. The catch is the estimate. A solo developer without a QA pass typically runs 40 to 50% over on scope like this, because variant edge cases surface late. At 70 hours you're at ₹63,000, still cheap, and you own the bugs. If you have the internal skill to review the code, take the saving. If your only tester is the founder on a phone at 11pm, you're buying something else and you'll pay the difference in refunds.
Where freelancers genuinely lose is continuity. When they take a full-time job in month four, your theme has no documentation and no second person who has read it. Agencies charge partly for the bus factor. Hiring a dedicated developer through an agency sits between the two: one named person, a team behind them.
What a small business should actually budget
For a store doing under ₹50 lakh a year, or under about $150k, buying hours at all is usually the wrong shape. Buy outcomes: a fixed-fee theme setup, a fixed-fee migration, then a small monthly block for changes. Ten to fifteen hours a month at Indian mid-level rates runs ₹18,000 to ₹30,000 and covers most of what a growing store needs.
The unwelcome version: if you're pre-revenue and choosing between a premium theme at $350 and ₹2 lakh of custom design, buy the theme. Every founder who has skipped that step and gone straight to custom has paid for a second build eighteen months later, because what they wanted at launch had nothing to do with what converted.
The real risk in a cheap Shopify expert
Cheap isn't the problem. Unsupervised is. The $8-an-hour quotes that arrive in your inbox tend to produce the same four issues, and we see them on almost every rescue project:
- Customisation written directly into theme files instead of sections or app blocks, so the next theme update wipes it and nobody can upgrade.
- Apps installed and abandoned, each leaving script tags behind. We regularly find eight to twelve of these on stores that use three apps.
- Hard-coded content where metafields belonged, meaning the marketing team files a ticket to change a headline.
- No staging environment. Changes go live on the production theme on a Friday.
Undoing that is usually 30 to 60 hours at senior rates. It is entirely possible to spend more fixing a ₹40,000 build than the ₹1.6 lakh build would have cost. Not always. But price the risk before you take the saving.
Retainer or hourly: pick by how predictable your work is
Hourly suits ambiguity. You don't know what you need, the work arrives in bursts, and you want the meter to stop when you stop. It's honest, and it's expensive per unit because the agency can't plan capacity around you.
A retainer buys a reserved block, typically 20, 40 or 80 hours a month, at a 15 to 25% discount on the hourly rate, plus first call on the team during a crunch. It's worth it if you'll genuinely use 70% of the block. Below that, you're pre-paying for hours that expire. Ask two questions before signing: do unused hours roll over, and how fast is the response during a Diwali or BFCM weekend. A retainer with no SLA is just a discount on a deposit.
Fixed-fee is the third option and the right one for anything well-defined. A WooCommerce or Magento migration should be fixed-fee, because the person quoting it can inspect your export before they commit. If an agency insists on billing your migration hourly, they haven't looked at your data.
Questions that come up on pricing calls
What will the average cost to hire a Shopify expert be in 2026? Broadly flat, with two exceptions. Plus-specific skills, checkout extensibility and Functions, keep drifting up because demand outruns supply. Basic theme work drifts down as AI tooling takes the boilerplate out of it. Expect the gap between the cheapest and dearest Shopify skill to widen rather than narrow.
What's a fair developer price per hour in USD? $20 to $45 offshore, $60 to $95 for Eastern Europe and Latin America, $100 to $200 for US and Australian agencies. Anything under $15 an hour for senior work is either a junior with a senior's title or a bait rate that reprices after the first sprint.
Is Plus worth the rate premium? Only if you have a reason to touch checkout, need multiple storefronts, or are hitting API limits. If your motivation is the badge, spend the ₹2 lakh a month on media instead. Read where Plus does and doesn't earn its keep before you commit.
Do you discount for long contracts? Most shops do, including us, but watch what's being discounted. A lower hourly with a longer minimum commitment isn't a discount, it's a loan.
