Start with the directory, not with Google. The honest answer to "what is the best Shopify development company in India" is that there isn't one, and any list that ranks ten names in order is guessing. What you can do in about twenty minutes is narrow the field to three or four agencies using evidence that can't be faked: the partner tier Shopify itself assigns, whether the agency has ever shipped code to the App Store, whether it has actually built on Plus rather than read about it, and what its contract says about who owns the repo when you leave. Everything else — the case study carousel, the awards page, the founder's LinkedIn — is marketing.
Four things you can check before you take a single call
Open the Shopify Partner Directory and search by location. For each agency on your shortlist, look at:
- The tier and the review count together. Shopify assigns partner tiers based on merchant outcomes, and the profile shows both the tier and the reviews merchants left. A tier with eleven reviews behind it tells you less than a slightly lower tier with several hundred. We sit at 4.8 across 807 reviews, and the reason we quote the review count alongside the rating is that the rating alone is meaningless.
- Published apps. An agency with live listings on the Shopify App Store has been through app review, handles version upgrades, and has to support real merchants who did not pay for a project. It's a different discipline from theme work.
- Named Plus builds. Ask which Plus stores they built, what they used Functions or Scripts for, and whether they've configured B2B on Plus. The answers get vague fast if the experience isn't there.
- The contract's IP clause. Ask for it before the proposal, not after. More on this below, because it's where most of the money is lost.
Three of those four are verifiable without the agency's cooperation. That's the point.
What the partner tiers actually signal
A badge on an agency website is a PNG. The directory profile is the source. Higher tiers correlate with volume of work delivered and with merchant satisfaction scores Shopify tracks, so they're a reasonable filter for "has done this repeatedly." They are not a quality guarantee for your specific build. A Select or Premier partner running a fifty-person delivery team may put a junior on your store; a two-person studio at base partner level may be the sharpest Liquid developer you'll meet.
Use the tier to cut the shortlist from thirty to eight. Use the interview to cut it from eight to one.
Does the agency write software, or only assemble it?
There is a real line between agencies that configure apps and agencies that build them. Both are legitimate. The difference matters when your requirement doesn't exist as an app — a custom GST invoice format for a B2B arm, a COD eligibility rule that reads pincode plus cart value plus a customer's return history, a rate-driven pricing engine.

Ask any agency you're considering for their listings and read the support reviews, not the feature copy. Support reviews show how they behave when something breaks at 11pm during a sale.
If the agency has never shipped an app, that's fine for a theme build. It is a bad sign if you're paying for anything with a database behind it. Our own view of where that line sits is set out on the app development page.
The Plus question, and why the answer is usually "not yet"
Merchants ask for a Shopify Plus partner in India long before they need Plus. Plus is worth it when you have genuine multi-store or multi-currency operations, a B2B channel, checkout logic you can't express with standard discounts, or volume that makes the Plus rate card cheaper than your current variable fee. For a single-region D2C brand doing ₹40–60 lakh a month on standard Shopify, the extra spend usually buys more sales as ad budget or a faster store than it does as a plan upgrade.

Code ownership, repo access, and the clause that costs you six figures
The single most expensive mistake Indian merchants make with agencies is not overpaying. It's leaving without the code.
Before you sign, get written answers: Is the theme in a Git repo I control? Do I get the private app source, or only an installed app? Who holds the Shopify collaborator access, the domain registrar login, the Razorpay dashboard, the GA4 property, the Meta pixel and the Google Merchant Center account? If a custom app runs on the agency's server, what happens to it on day one after termination?
A clean answer is a GitHub or GitLab organisation in your company's name, the agency added as collaborators, and a thirty-day handover clause. Anything less and your migration cost is baked in before the build starts. We see this most often on stores that were built cheaply two years earlier and now can't be touched by anyone else — which is how half our migration work arrives.
Bengaluru, Mumbai, Delhi: does location change anything?
Less than people expect, and not in the direction they expect. A Shopify development company in Bangalore is not inherently better than one in Mumbai or Delhi NCR. What the cities do differ in is the pool of work they've seen. Bengaluru studios skew toward product and engineering-heavy briefs because that's who founds companies there. Mumbai has more fashion, beauty and jewellery, which means more experience with variant-heavy catalogues, size charts, and exchange flows. Delhi NCR has a heavy concentration of high-volume Meta-driven COD businesses, so agencies there have usually fought the RTO problem in anger.
That's a tendency, not a rule. We're in Kudlu Gate on Hosur Road and most of our clients are nowhere near us — India, UAE, US, UK, Australia, Canada. The one place location genuinely helps is a photoshoot-heavy retainer or a physical retail integration where somebody has to stand in the store. For everything else, choose on evidence and on whether they answer messages, not on the pin code. City-level detail for Bengaluru, Mumbai and Delhi is on those pages.
The India-specific questions that separate real agencies from portfolio sites
Any competent developer can build a homepage. Here's what I'd actually ask, and the answers that tell you they've done it:
- COD and RTO. How do you reduce refusals? Good answers involve prepaid nudges at checkout, pincode-level COD gating, OTP or WhatsApp order confirmation, and a small COD fee that disappears if the customer pays online. Bad answer: "we'll install an app."
- Payments. Razorpay, PayU and Cashfree behave differently on UPI intent versus collect flows on mobile. Ask which they've implemented and what the drop-off looked like at each step.
- GST. Where does the invoice get generated, what happens with an interstate order, and how does a partial return credit note flow back? If they shrug, your finance team inherits the problem.
- Logistics. Shiprocket versus a direct Delhivery or Blue Dart account, and how the tracking page is built. Serviceability checks on the product page cut a class of cancellations before they happen.
- Festive load. What did they do before the last Diwali peak? Anyone who has run a sale knows the answer involves cutting app scripts, pre-warming nothing (Shopify handles that), and testing the checkout with discount codes under real load.
On speed: Indian traffic is overwhelmingly mobile and a lot of it is on patchy 4G. A 2.4s LCP on a mid-range Android over a weak connection is the quiet tax on every rupee of Meta spend. Most of the damage comes from app scripts nobody removed and hero images nobody compressed. A worked example: what a fix is worth before you argue about the quote
Say you do 1,000 orders a month. 62% are COD, so 620 orders. Your RTO rate on those is 22%, giving 136 returned shipments. Forward plus reverse freight at ₹120 a shipment is ₹16,320, and packaging and handling at ₹40 adds ₹5,440. That's ₹21,760 a month, ₹2.6 lakh a year, before you count the cash locked in transit.
Now suppose a build that adds pincode-based COD rules, WhatsApp order confirmation and a 5% prepaid discount moves your prepaid share from 38% to 52% and drops RTO on the remaining COD orders to 18%. New COD volume: 480 orders, 86 returns, roughly ₹13,760 a month in freight and handling. Saving: about ₹8,000 a month, ₹96,000 a year, against a one-time build of, say, ₹90,000. Payback inside a year, and that ignores the margin you gave away on the prepaid discount, which you should model separately.
Run that arithmetic with your own numbers before the quote conversation. It changes which agency you're willing to pay for, and it changes what you ask them to build first.
What a Shopify agency in India actually costs
Rough bands, GST extra. A clean theme setup with light customisation runs ₹75,000 to ₹2 lakh. A properly designed store with custom sections, a metafield-driven PDP and real analytics sits between ₹3 lakh and ₹8 lakh. Plus builds with checkout work, B2B or multi-store start around ₹10 lakh and go up with integration count. Retainers for ongoing CRO, email and development typically run ₹40,000 to ₹1.5 lakh a month.

Common questions
How should a small business choose a Shopify expert in India?
Pick a small studio or a strong independent developer, not a full agency. You want one person who answers on WhatsApp, a premium theme you don't butcher, Razorpay live, GST invoicing sorted and shipping connected. Budget ₹75,000 to ₹1.5 lakh and spend the rest on product photography and ads. Hire the agency at the point where a day of downtime costs more than a month of retainer. If you need the middle path, hiring a developer on a monthly basis is usually cheaper than a project quote for the same work.
Is there an official list of top Shopify agencies in India?
Shopify's Partner Directory is the closest thing, and it's a filterable directory rather than a ranking. Third-party "top 10" posts are almost always paid placements or the publisher's own client list. Treat them as a source of names to verify, nothing more.
How do I find Plus partners specifically?
Filter the directory by service and ask each candidate for two Plus stores you can look at live. Then ask what specifically they built on those — if the answer is "the homepage," the store happens to be on Plus, which is not the same as Plus experience.
What should a D2C brand look for that a general business shouldn't?
Whether the agency thinks in cohorts and contribution margin or only in page designs. A D2C build lives or dies on PDP conversion, subscription or repeat logic, catalogue navigation once you cross a few hundred SKUs, and how fast the site loads for a cold visitor off a Meta ad.
