A straightforward Shopify build for a Canadian brand lands between CAD 4,000 and CAD 9,000 if you are working from a well-chosen theme with a small catalogue, CAD 15,000 to CAD 40,000 for a custom-designed store with real integrations, and CAD 45,000 upward for a Plus build or a replatform off Magento or WooCommerce. Those are the honest brackets. What changes the number in Canada specifically is not the design work, it is two line items most quotes forget: a French storefront that satisfies Quebec's language law, and a shipping setup that keeps selling when Canada Post stops moving parcels.
Everything else in a Shopify development cost breakdown is the same in Toronto as it is in Manchester or Melbourne. Theme code doesn't care where you file your taxes.
What a Shopify developer hourly rate actually looks like in Canada
Rates cluster into three bands, and the spread is wider than most founders expect:
- CAD 150 to CAD 250 an hour at a Toronto or Vancouver agency with a local design team, a project manager and an office lease. Strategy-led shops at the top of that range.
- CAD 75 to CAD 140 an hour for a senior Canadian freelancer or a two-person studio. Usually the best value per dollar if your scope is clear and you can answer questions the same day.
- CAD 35 to CAD 70 an hour for an offshore Shopify partner, ours included. Our team sits in Bengaluru and we work with Canadian brands on a 9.5-hour offset, which in practice means you brief in the evening and review in the morning.
The cheap band is only cheap if the work lands. A Liquid developer who bills CAD 45 an hour but needs three passes on a metaobject-driven PDP costs you more than the CAD 130 developer who ships it once. Ask for a Shopify store URL you can open, not a slide of a mockup. Then open it on a mid-range Android phone on LTE, because that is what half your traffic is using.
On the agency question: a Toronto or Vancouver shop is worth the premium when the project needs someone in the room with your merchandising team weekly, or when there is a retail POS rollout attached. For a pure online build, geography buys you time zone comfort and not much else. We say that as an offshore team, and we lose deals to it regularly.
A worked example: what CAD 18,480 buys
Take a mid-size apparel brand, 240 SKUs, moving from a bought theme to a custom build with a bilingual storefront. At a blended CAD 110 an hour:
- Discovery, analytics review, IA: 10 hrs
- Design (home, collection, PDP, cart, 4 content pages): 30 hrs
- Theme build in Liquid with sections and metaobjects: 60 hrs
- Product data, variants, collection rules, redirects: 16 hrs
- Apps, reviews, email capture, checkout branding: 14 hrs
- French storefront setup, string extraction, QA: 20 hrs
- Shipping zones, carrier rates, tax registrations: 12 hrs
- Cross-browser QA and speed pass: 6 hrs
168 hours. 168 × 110 = CAD 18,480. Add roughly 15% for the things that always appear in week four, so budget CAD 21,000 and be pleasantly surprised. Strip the French work and the custom design, start from Dawn, and the same catalogue ships for about CAD 6,500.
The bilingual Shopify site cost for Quebec, priced properly
Bill 96 turned French from a marketing decision into a compliance one. If you sell to consumers in Quebec, French has to be there and it has to be at least as prominent as the English. Since June 2025 the trademark exemption narrowed too, so descriptive and generic wording that used to ride along inside a logo now needs translating on packaging and in the copy around it. We are not lawyers and you should get advice from one if your exposure is material, but you should budget as if the requirement is real, because it is.
The mechanics are the cheap part. Shopify Markets plus Translate & Adapt handles locales, subfolder URLs and hreflang without a paid app. The cost is in words and in the places translation leaks out of the theme:
- Professional FR-CA translation at CAD 0.20 to CAD 0.35 a word. A store with 240 products, size guides, policies and an About page runs around 12,000 words once you include product copy. 12,000 × 0.28 = CAD 3,360. Machine translation will get you 80% of the way and the remaining 20% is what a Quebec customer notices first.
- Theme and app strings. Hardcoded English in a theme section, a size chart baked into an image, a review app widget with no French locale, shipping method names pulled from a carrier. Budget 12 to 20 hours.
- Transactional and lifecycle messaging. Order confirmations, shipping notifications, abandoned cart flows, SMS. Duplicating a Klaviyo or Omnisend flow set in French is a day or two of work plus translation, and it is where most stores are quietly non-compliant.
All in, a properly bilingual storefront adds CAD 5,500 to CAD 9,000 on a mid-size catalogue. Retrofitting it later costs 30% to 40% more than building it in from the start, because you end up re-extracting strings from a theme that was never structured for two locales.
Carrier fallback: the line item the 2024 strike created
Before the Canada Post disruptions, single-carrier checkouts were a defensible shortcut. Not anymore. Every Canadian store we build now gets a second and usually a third rate source, and the work is concrete:
- Third-party calculated rates at checkout, which means either the Advanced plan, Plus, or the carrier-rates add-on on a lower plan billed yearly. Check the current add-on price before you assume Advanced is the cheaper route.
- Rate rules that fail over cleanly instead of showing an empty shipping step. An empty shipping step is a lost order, and it is the single most expensive bug in Canadian eCommerce.
- Accounts and negotiated rates with at least one alternative: UPS, Purolator, Intelcom, or a consolidator like Stallion or Chit Chats for cross-border volume.
- An ops runbook so your CX lead can switch the default carrier without calling a developer at 11pm on Boxing Day.
Configuration and testing: CAD 1,200 to CAD 3,500 depending on how many zones and pickup options you run. It is the cheapest insurance on the invoice.
Tax and cross-border work you will pay for whether you plan it or not
GST, HST, BC PST, Saskatchewan PST, Manitoba RST, QST. Shopify Tax calculates all of it once your registrations are entered, so the platform cost is near zero and the consulting cost is not. Product-level overrides are where the hours go: zero-rated groceries, children's clothing and footwear exemptions that differ by province, bundles that mix taxable and exempt items. Allow CAD 500 to CAD 1,500, more if you sell food and need FSSAI-equivalent labelling data in the product schema for a US expansion later.
Selling south is the bigger item. The US low-value de minimis allowance that let sub-US$800 parcels cross duty-free is no longer something to build a margin model on, so verify the current rules with your broker before you set US pricing. If you want duties quoted at checkout rather than surprising the customer at the door, that feature sits on Advanced and Plus. Landed-cost display, HS code assignment across the catalogue and a commercial invoice flow is CAD 2,000 to CAD 6,000 of setup. Skipping it shows up as refused deliveries and chargebacks instead, which is the same money spent worse.
Shopify Plus cost in Canada, and when the arithmetic works
Plus is quoted in US dollars, starting around US$2,300 a month on a term commitment, with pricing moving to a revenue percentage once you pass the threshold your rep will quote. At an exchange rate of 1.37 that is roughly CAD 3,150 a month, or CAD 37,800 a year. Advanced, at the time of writing, sits nearer CAD 6,200 a year. So Plus has to earn about CAD 31,600 annually before it pays for itself.
It can. Checkout Extensibility with custom validation, Shopify Functions for discount logic your current app can't express, B2B on the same store instead of a second site, and lower card rates. But most brands hit the Plus conversation a year early. Before you sign, run the simpler comparison. Basic-tier Shopify Payments in Canada is roughly half a percentage point higher than Advanced. On CAD 2,000,000 of annual card volume that half point is CAD 10,000, against about CAD 5,600 of extra plan fees. Net CAD 4,400 back in your pocket, and you never touched Plus. That is the upgrade to make first.

Shopify redesign price in Canada versus a full rebuild
A redesign that keeps your current theme architecture and reworks the templates runs CAD 6,000 to CAD 14,000. A rebuild on Online Store 2.0 with a fresh design system, metaobjects and a section library your marketing team can actually use runs CAD 15,000 to CAD 35,000.
The deciding question is not how the store looks, it is how old the code is. If your theme predates sections everywhere, if it carries four generations of app leftovers in theme.liquid, if every landing page needs a developer, you are paying rent on a rebuild you haven't done yet. We have watched brands spend CAD 11,000 polishing a theme and then spend CAD 26,000 replacing it fourteen months later.
Speed usually rides along with this decision. A store at 2.4 seconds LCP on mobile is losing orders in Canadian suburbs on patchy LTE, and most of that weight is app scripts rather than images. Before you commission a rebuild on performance grounds, measure it. Costs that are identical no matter where you trade
Being blunt about this saves you money in negotiation. None of the following is more expensive because you are Canadian:
- Theme development hours. Liquid is Liquid.
- Product data entry and catalogue migration. A 3,000-SKU import costs what it costs.
- App subscriptions. Reviews, subscriptions, loyalty, helpdesk. Priced in USD for almost everyone.

- Design. A Canadian designer is not more expensive because the design will be seen in Canada.
If a quote adds a "Canadian market" premium across all of those lines, ask what the premium buys. The only defensible local surcharges are French-language work, multi-carrier shipping, provincial tax configuration and cross-border duty handling. Small business build: the version that costs under CAD 7,000
For a sole proprietor or a young brand with 10 to 50 products, spend nothing on custom design. Buy a theme in the CAD 350 to CAD 600 range, pay CAD 3,500 to CAD 6,000 for setup, content, Shopify Payments, one shipping fallback and a French locale if Quebec is a real market for you. Keep the app count under six. Put the rest into inventory and ads.
A brand doing CAD 20,000 a month does not need metaobject-driven PDPs. It needs faster product photography and a working returns policy. The cheapest correct answer is often a theme and a weekend, and any agency that won't tell you that is selling hours rather than outcomes. When the ceiling arrives, and you will feel it as "we can't ship the campaign without a developer," that is the moment to spend CAD 20,000.
Quick answers
How much does a Shopify store cost in Canada, all in, first year? Small business: CAD 7,000 to CAD 12,000 including platform fees, theme, apps and setup. Mid-market with bilingual and multi-carrier: CAD 25,000 to CAD 50,000. Plus replatform: CAD 85,000 and up once you include the Plus subscription in CAD.
Should I retain the agency after launch? Yes, from October to early January at minimum. Canada runs two peaks, Black Friday and Boxing Week, with a code freeze that realistically has to hold from mid-November to the first week of January. A retainer of 15 to 25 hours a month covers it. Spot-fixing during Boxing Week costs double and takes longer to get.
Do I need a custom cart drawer? Probably not. Shop Pay adoption is high enough in Canada that a meaningful share of your buyers are skipping the cart entirely, and a custom drawer built badly is the fastest way to break the accelerated checkout buttons you already have.
